Overview

Kimberly “Kim” Shugar is a seasoned policy strategist with more than 25 years of experience shaping and executing solutions to complex public challenges at the intersection of government, communities, and diverse stakeholders. At Arrow Group, she advises public and private sector clients on policy development, government affairs, and strategic engagement across a broad range of issues.

Previously, Kim served as a policy chief at the Florida House of Representatives, where she partnered with policymakers and stakeholders to design and advance effective statewide and local policies. She brings deep expertise in water, environmental protection, land use, resilience, disaster recovery, agriculture, and government administration, including senior leadership roles at the Florida Department of Environmental Protection (DEP) and South Florida Water Management District (district).

At DEP, she led statewide water quality initiatives and oversaw planning and implementation of critical restoration priorities. During her time at the district, she strengthened intergovernmental relationships, supported regional coordination and advised local governments on strategic planning and policy development on land use planning, public land acquisition and management, sustainability and resilience, regional water supply planning, and natural resource restoration.

In local government, Kim managed community planning initiatives that integrated parks and trails into long-term land use plans and developed funding strategies for the maintenance and expansion of parks and greenways. She co-led disaster recovery efforts and helped design the award-winning Resilient St. Vrain project, restoring the city’s major greenway and transportation infrastructure and improving the St. Vrain Creek channel following historic flooding.

Kim also led a nonprofit dedicated to educating water treatment professionals and advocating for water treatment technologies across all levels of government. A Florida native, she holds a master’s degree from the University of Florida.
