Overview
Kimberly Shugar has more than 25 years of experience in environmental, legislative and government relations. Kim has extensive experience working collaboratively with stakeholders and decision makers to solve problems. She provides strategic guidance to advance policy.
Kim has an extensive public service background. She has served in senior level positions within Florida agencies, the Florida Legislature, and the South Florida Water Management District. She has managed restoration programs and water quality initiatives associated with statewide ecosystem restoration, including the Everglades, Lake Okeechobee, Florida springs, along with efforts associated with water supply, disaster recovery and agriculture.
As a policy chief at the Florida House of Representatives, she worked with legislative members, agencies, local governments and stakeholders to develop sound policy related to water and natural resources, water resources and agriculture.
Kim also has experience working for a local government and leading a nonprofit organization. She has led several teams to improve intergovernmental relations to promote consensus-driven policy development and secure funding support for implementation.
